We recommend when putting soil into a garden you spread the the soil to roughly achieve you desired level. It is then important to compact the soil (heeling it in with tiny little steps always works well) before trying to achieve the final finish. This will help you achieve a better prep when raking (a good tip is after compacting use the back of the rake to act as a grader bar and avoid loosening the soil again) and also prevent the soil from sinking in the following weeks. If turfing against an edge like a patio you will need your compacted soil height to be flush with the patio. This will eventually settle slightly and allow for easy mowing.

The best time is usually mid to late spring and autumn. This is because the soil is likely to be warm and also have some moisture.
